【乌克兰议员：“乌克石油公司”高层未完成任务却拿千万年薪】
3月31日，RBC-乌克兰网站援引乌克兰议员阿列克谢·贡恰连科的评论报道，仅在2024年，“乌克石油公司” 的总裁科列茨基就获得了2700万格里夫纳的薪水，每月的薪水为225万格里夫纳，他购置了房产，买了一辆新的路虎揽胜和一辆奔驰。

贡恰连科说，“在管理层领取巨额薪水的同时，‘乌克石油公司’ 却未能完成关键指标——2024年计划开发30口油井，而公司实际投入运营的只有9口。此外，油气开采的实际指标也大幅落后，石油开采量比目标低92%，天然气开采量比目标低42%。尽管投资预算高达260亿格里夫纳，但公司仍未能达到2019年的水平。”
贡恰连科还注意到，“乌克兰石油钻探公司”（Укрнефтебурения）的总裁奥列格·马尔奇克没有提交2024年的收入申报，但在2023年，他申报在乌克兰石油钻探公司工作5个月的收入为626万格里夫纳，即每月120万格里夫纳。

On March 31, RBC-Ukraine website reported comments from Ukrainian MP Alexey Goncharenko regarding the salary of President of UkrOil Company, Koletsky, who earned 27 million UAH in 2024, with a monthly salary of 2.25 million UAH. He purchased properties, a new Range Rover and a Mercedes-Benz.
Goncharenko wrote on Facebook: “This is not management, but an open corruption plan. While the country fights for every hryvnia, some senior managers accumulate wealth by millions.”
He pointed out that other high-ranking executives of “UkrOil Company”, which is majority state-owned, also declared high salaries: Deputy CFO Yuri Tkachuk’s salary was 25.7 million UAH; Business Director Sergey Fedorincko’s salary was 18 million UAH; Executive Vice President of Corporate Strategy Denis Kudin’s salary was 25 million UAH.
Goncharenko said, “While the management receives huge salaries, UkrOil Company has failed to meet key indicators — planned to develop 30 oil wells in 2024, but only 9 were actually put into operation. In addition, actual oil and gas production indicators have fallen far behind, with a 92% shortfall in oil production and a 42% shortfall in gas production. Despite an investment budget of 26 billion UAH, the company still failed to reach the level of 2019.”
Goncharenko also noticed that Oleh Marchyk, President of “Ukrainian Oil Drilling Company” (Ukrnefteburenia), did not submit his 2024 income declaration. However, he declared an income of 6.26 million UAH for working 5 months in 2023, i.e., 1.2 million UAH per month.
He said that “Ukrainian Oil Drilling Company” spent 3.7 times more than market price on geological exploration. The cost of the cable system at the Sakhalin deposit for each blasting point was 14,700 UAH, which was 83% higher than other natural gas extraction companies in Ukraine (8,000 UAH).
Goncharenko listed data showing that the cost of obtaining geological information was 2.73 million UAH per square kilometer, which was 3.7 times higher than the market price (742,000 UAH per square kilometer). For the exploration of 51 square kilometers, they spent 139 million UAH—three times higher than the actual cost!
