4月1日，我们外交部发言人坚定的表示，对于美方的错误行径，中方将予以坚决反制。很显然，我们的态度亮的是非常的直白，对于美国干涉我们内政的行为，我们不会惯着。谁都看得出来，美国再次在香港问题上做文章，背后的操盘手就是美国的国务卿鲁比奥。鲁比奥这样做，可能也是因为国务卿的岗位上，鲁比奥实在是没有什么工作可做了。
俄乌战争，因为俄罗斯的制裁，鲁比奥只能旁观。而中美关税问题，特朗普亲自操盘，且由于我们的制裁，鲁比奥在中美关系中也几乎没有角色。因此，不排除鲁比奥是为了凸显自己的存在感，又重操旧业在香港问题上做文章。不客气的说，现在的鲁比奥可能是美国近十年来最没有存在感的国务卿了。
此前，因涉疆，涉港问题鲁比奥最起码被我们制裁两次，这一次我们表态将进行反制，不知道我们会不会对鲁比奥进行再次的制裁。但是有一点越来越确定，那就是在鲁比奥任内，此人将没有任何可能性访华了。因为以美国的做派，美国不可能放下面子认错，而且反华就是鲁比奥混迹美国政坛的“招牌”。现在鲁比奥如此缺乏存在感，弄不好鲁比奥不得不提前走人。
